Electronic Indian Postal Order Scheme launched by the Department of Personnel and Training and the Department of Posts

The Indian citizens may be aware that the Department of Posts, Government of India had launched a service called e-IPO (Electronic Indian Postal Order service) with effect from 22.03.2013 to enable Indian citizens residing in India to pay the fees by electronic means with a view to facilitate them to seek information from the Central Public Information Officers (CPIOs) under the RTI Act 2005. This facility has now been extended to Indian citizens residing abroad also w.e.f 13.02.2014.

The user may kindly adopt the following procedure:

  • Register online by accessing http://www.epostoffice.gov.in or http://www.indiapost.gov.in

  • Select the appropriate Ministry/Department from which the information sought under RTI Act

  • Make payment by Debit or Credit Cards of any Bank powered by Visa/Master can be used to purchase e-IPO

It may kindly be noted that the:

  • E-IPO generated is for one time use and is applicable only for that Ministry/Department from which the information sought

  • A printout is required to be attached along with the application

  • If filed electronically, the E-IPO is to be attached in soft format

The above facility is only for purchasing an Indian Postal Order e-method.  Other conditions for filing of a RTI application will continue to apply such as eligibility, time limit, exemptions etc., as provided in the RTI Act, 2005.

The particulars of its organization, functions and duties;

Embassy of India, Antananarivo is headed by Ambassador and Head of Chancery and has the following 5 Wings:

(i) Administration Wing (ii) Consular, Visa & Passport Wing
(iii) Commerce & Economic Wing (iv) Political Wing, and
(v) Press, Information & Cultural Wing.

The functions of the Embassy, inter alia, include consular and visa services, political, Commercial and economic cooperation, trade and investment promotion, cultural interaction, press and media liaison, and cooperation in bilateral and multilateral contexts.

Embassy functions within the purview of business allocated to the Ministry of External Affairs under the Government of India's Allocation of Business Rules and Transaction of Business Rules.

General Administrative powers are derived from IFS (PLCA) Rules, as amended from time to time.  Financial powers of the Officers of the Embassy of India have been detailed in the Delegated Financial powers of the Government of India's Representatives Abroad.  Other powers are derived from the Passport Act of India.  The Officers of the Embassy function under the guidance and supervision of the Ambassador.

Ambassador of India functions within the norms of India's foreign policy formulated by the Ministry of External Affairs. Policy is implemented by the Embassy under the guidance and supervision of the Ambassador.  The Embassy interacts regularly with representatives of think tanks, academic community and others.
